Heres the problem I'm having. When I go and click on that little guy in the system tray, I get a window that pops up saying this:
Create a rule for msmsgs.exe
Remote service http (tcp:80)
Remote address svcs.microsoft.com (I get 2 of these messages)
Create a rule for msmsgs.exe
Remote service http: (tcp:80)
Remote address messenger.msn.com (2here also)
Create a rule for msmsgs.exe
(same remote service as above)
Remote address www.msm.com
Create a rule for msmsgs.exe
(same remote service as above)
Remote address 1800expdia.com
Create a rule for msmsgs.exe
(same remote service as above)
Remote address misimg.com (2 here also)
Create a rule for msmsgs.exe
(same remote service as above)
Remote address arc6 msn.com
Create a rule for msmsgs.exe
(same remote address as above)
Remote address global.msads.net
What is all of this and do I need to create a rule for all of them?

Great_Dragon,
Here is a screen shot of the two rules I have for Messenger The first is the default the second I was prompted to make.
Edit: I should mention that I do not use the voice chat or webcam stuff. So if your problem is related to those items my post will not be much help. HTH

Try adding it and see if that gets rid of the popups. I am not certain but I have never had to have more than the two I posted.

Great Dragon,
Create the following rule to handle the port 80 popup for Messenger.
Where the protocol is: TCP
Where the direction is: Outbound
Where the remote port is: HTTP or in other words port 80
Deny It or Allow It
Will not matter too much whether you deny or allow, but that should solve your popup problem.
Also, MegaHertz rule is minimal and will probably get you text only. I would not create the rule for UDP port 1900 unless you get a popup for it. And, unless you require MSN Messenger to configure a UPnP enabled router, you DO NOT need this rule. :)
Also, if you want to use other Messenger services, search the rules creation and preset forum. Rules for Messenger have been discussed at length there.

Great_Dragon,
I reread your original post.
Go to Options->Applications
Select MSMSGS.EXE (make sure there is only one instance if there are more skip to next list of things to try).
Modify default rule by unchecking and Where the remoteport is 1863.
You should be left with
Where Protocol – TCP
Direction – Outbound
Allow it
That should basically cover all of those pop-ups. If that does not work then please try this:
Delete MSMSGS.EXE from partially allowed apps.
Swith outpost to rules wizard mode
Accept the Default MSN Messenger preset and see if that resolves the problem.
Ah Crap I got a phone call while typing. didn't know David had replied. I forgot that the UDP rule was for my router. So David is right you can go ahead and delete that rule.

That's good.
I almost forgot to tell you to make sure that the rule I gave you was the only HTTP rule in your rulelist for Messenger. But, apparently you got it right. That one rule should take care of all HTTP access for Messenger. In fact, I worked on another thread and will need to amend my rule list for that thread. I listed rules for all of the Messenger services but forgot to do anything about HTTP which most messaging clients use. I will make the change today sometime. If you want to see the thread to learn about rules to enable other Messenger services, see this thread:

Have fun with Messenger and have a good day. If you have any more questions, just ask. I am happy to help when I can. :)

Glad the case was successfully solved.
I moved the thread to the 'Rule creation' section.
