I downloaded and tried to install the new version today. The program works fine if I put it into allow most mode. When I put it into rules wizard, the program is irradic at best. One time it will allow my browser to a site then the next site the browser just hangs. The attemp shows up in the blocked logs.
I can load a program and it will work fine. The next time I reboot the rules are the same but the program will not get access. What is the "Learning mode: and why does it occur after rules have been created.
I did a fresh install after originally upgrading and I still get irratic behavior.
Is it only me, or is anyone else still havoing problems with the urles wizards. Any help or suggestions would be appreciated.

Hello crown
[That is not the British crown is it?]
We just had the same problem today. The advice we got was to get a very large strong sledgehammer and...... whoops, wrong scenario.
Really the advice was to first try to create a new configuration via File>New Configuration. This we did and only put IE manually in to Partially Trusted Applications. We called this "configuration 2" and loaded it into OP via File>Load Configuration. Nothing else in rules for now. We then exited OP and took it out of startup. We then rebooted and let the computer start without OP. We then manually started OP and got onto the web. Then we shut down IE and rebooted. Upon starting again we then put OP back into startup (via msconfig) and checked everything. Rebooted once again and voila - here we are in Rules mode where previously only Allow Most worked.
Best wishes and let us know how it goes.

Thanks for the response. The computer is at my office so I will not get a chance to try this until Tuesday.
I will let you know if it helps.
While I am at it, does any body know of a easy way to create a .txt file (like the preset.lst) from a configuration file? It would make it much easier if I could convert my old version configuration files into something that at least could be recognized by the new program if I need to manually load each program again.

I started to try your advice. Some very odd behavior occurred. After I created the new configuration, I exited as instructed. Then I unchecked both the entries for outpost in msconfig. Rebooted, and did not follow your directions. Instead I brought up iexplore before using / starting outpost. Iexplore would not reach anywhere or anything. It was as if outpost was running and blocking all events. I checked all processes and outpost was not loaded.
I loaded up outpost and then iexplore started to run normally.
What has outpost done to block services when it is not loaded? I tried this several times to make sure it was not a fluke.
I guess for now I will continue to run in trusted mode. Let me know if you have any ideas.

I'm not completely sure but I believe Oupost loads in two steps you can check it running msconfig.
There's a line like this:
C:\PROGRAM FILES\AGNITUM\OUTPOST FIREWALL\OUTPOST.EXE /waitservice
And another one like this:
C:\PROGRAM FILES\AGNITUM\OUTPOST FIREWALL\OUTPOST.EXE /service
I think the first one is to prevent web access until OP has loaded. You might have had only the first one loaded and that would the reason of the behaviour you've seen.
I hope that helps.

Qsection...Did you follow that procedure for all applications or just IE? , and can you update me on how v2 is working for you following that procedure?.I know you have 98se too,so if v2 is working well following your procedures for v2 then i may try that too.
